What Is An Asbestos Management Plan?

An Asbestos Management Plan (AMP) is the written record required by Regulation 4 of CAR 2012 for non-domestic premises and communal areas. It sets out what asbestos is present, its condition and risk, how it is managed, who the dutyholder is, and when reinspection is due.

What it must contain

A compliant plan includes:

  • The asbestos register (materials, location, condition, risk score)
  • Named dutyholder and delegates
  • Procedures for managing known ACMs (do-not-disturb, permit-to-work)
  • Procedures for suspected new materials
  • Contractor briefing and induction process
  • Reinspection schedule and record
  • Emergency response procedures
  • Training records for staff with responsibilities

How current does it need to be?

Reinspect at least every 12 months and update the plan after any incident, works, or discovery. Older than 12 months without reinspection is a common HSE finding.
