Asbestos cement flue pipes were fitted to gas boilers, back boilers, warm-air units and solid-fuel appliances in millions of UK homes between the 1960s and the late 1980s. They are quietly one of the most commonly disturbed asbestos products in UK domestic property because every boiler replacement, every loft conversion and every roof refit puts a tradesperson within reach of one. This guide explains how to identify a cement flue, why it cannot be reused with a modern condensing boiler, who is legally allowed to remove it, and what a competent removal actually looks like in 2026.

What an asbestos cement flue actually is

Asbestos cement flues are typically 100–150mm internal diameter pipes made from Portland cement bound with around 10–15% chrysotile fibre and, in some products, small amounts of amosite. They were manufactured by Eternit, Turner & Newall (TAC), Cape and several smaller producers and sold under brand names including 'Everite' and 'Pluvex'. The fibre acts as reinforcement — it allowed the cement to be moulded thin and to resist thermal shock from hot flue gases. The product is structurally tough but inherently brittle, and any percussive blow, cut or drilling releases respirable fibre.

What this means

It is a bonded cement product — strong but brittle. Hit it, cut it, drill it or drop it and it releases fibre. Leave it alone and it sits there safely for decades.

How to identify one — externally and internally

Externally, look for a grey unpainted cement pipe rising vertically through the roof, often terminating in a small cement cowl or a galvanised steel terminal. The pipe usually has a faint grain and may show black sooting around the terminal. Older balanced-flue installations terminate horizontally on a side wall through a square cement panel about 300mm × 300mm. Internally, the flue may be visible in the airing cupboard or boiler enclosure above a back boiler or wall-hung unit. Modern equivalents are smooth plastic (PP/PVDF, white or grey) or twin-wall stainless steel — neither of these is asbestos.

What this means

If the flue is grey, cementitious and predates the late 1980s, treat it as asbestos until tested. Plastic and twin-wall stainless flues are post-asbestos and safe to handle.

Why it becomes a problem at boiler replacement

A modern Band-A condensing boiler operates at much lower flue temperatures than the 1970s appliance it replaces and produces acidic condensate that attacks cement. Gas Safe technical guidance and BS 5440-1 prohibit reusing an asbestos cement flue with a new condensing boiler — the flue must be removed or fully sleeved with an approved liner system. In practice almost every boiler swap on a pre-1990 system triggers a flue removal. This is the single most common disturbance event for cement flues in the UK and the point at which most domestic exposure happens.

What this means

Every condensing-boiler upgrade on a 1960s–1980s system is a cement-flue disturbance event. Plan and price the flue removal at the same time as the boiler quote, not afterwards.

Who is legally allowed to remove it

Cement flue removal is non-licensed work under Regulation 3 of the Control of Asbestos Regulations 2012, provided the flue is in good condition and removed in whole sections. The contractor or gas engineer must hold UKATA or IATP non-licensed asbestos training, have a written plan of work referencing HSG210, supply suitable RPE (FFP3 disposable or half-mask with P3 filter), use Class H vacuum equipment for clean-up and complete a Hazardous Waste Consignment Note for disposal. A Gas Safe engineer who has not completed asbestos training is not competent to remove the flue, even though they are competent to disconnect the appliance.

What this means

Gas Safe alone is not enough. The engineer either holds non-licensed asbestos training or you bring in a separate non-licensed removal contractor for the flue.

What a competent removal actually looks like

The room and roof void are isolated, polythene sheeting is laid to catch debris, and the flue is uncoupled at the appliance and at every joint working upwards. Each whole section is wrapped in 1000-gauge polythene, double-bagged in the standard red asbestos waste sack and labelled. The terminal is removed as one piece, the roof aperture is made weathertight, and any residual dust is cleaned with a Class H vacuum and damp wipes — never a domestic vacuum or a brush. The waste leaves site on a consignment note to a licensed transfer station or hazardous-waste cell. Total site time for a typical domestic flue is 2–4 hours.

Whole sections, double-bagged, Class H vacuum, consignment note. If any of those four steps is missing the job is not compliant.

A standalone non-licensed cement flue removal on a UK home in 2026 sits in a £350–£900 band, including disposal and consignment note. Bundled with a boiler replacement the marginal cost is usually £250–£500 because the engineer is already on site. Removals that require scaffolding (roofs over single-storey reach, fragile tile roofs, conservation areas) add £400–£900 for the scaffold alone. Horizontal balanced-flue terminals on external walls are at the cheaper end; through-roof flues with multiple lengths in the loft are at the upper end.

Common mistakes — and the exposure they cause

The recurring failure modes we see on domestic boiler replacements are: the engineer cuts the flue with an angle grinder to free it (dry-cutting cement releases enormous fibre volumes); the flue is broken into pieces to fit through the loft hatch (every break is a fibre release event); the debris is swept up with a dustpan and brush; the waste is put out with general household refuse; or the old flue is simply abandoned in the loft 'because it's not in the way'. Any of these on its own is a regulatory breach and a real exposure event for the occupants — particularly children, who spend more time near floor level where heavier dust settles.

What this means

If you see an angle grinder, a domestic vacuum or a brush on a cement flue job, stop the work. None of these belong on the site.

Sampling — when it is and is not worth doing

On a flue from a pre-1990 boiler the proportionate approach is to presume asbestos and price removal accordingly — sampling adds £80–£150 and a day or two of lab turnaround for an outcome that is statistically near-certain. Sampling is worth doing where the boiler age is unclear, where the flue may have been replaced in the 1990s, or where a buyer or lender has specifically asked for laboratory confirmation. Samples must be taken by a competent surveyor under controlled conditions, not by the homeowner — the act of taking the sample is itself a fibre-release event.

What this means

On an obviously old flue, presume and remove. On an ambiguous one, pay for one bulk sample by a competent surveyor before deciding.

Records, registers and resale

Even on owner-occupied homes there is no longer such a thing as 'too small to record'. The consignment note, the contractor's plan of work, photographs of the cleared roof aperture and any clearance certificate should be kept with the property file. On resale, conveyancing solicitors increasingly ask whether asbestos has been removed; producing the paperwork is straightforward and protects both seller and buyer. On leasehold flats and HMOs the freeholder is dutyholder under CAR 2012 and the records must be added to the building's asbestos register.

When the flue serves multiple appliances or a shared chimney

In some 1970s housing — particularly council-built blocks — a single cement flue serves multiple back boilers in stacked flats via a shunt arrangement. These are more complex jobs: the flue cannot usually be removed without coordinated appliance isolation across several dwellings, and a refurbishment survey of the riser is required before work starts. Treat shared flues as a managed building issue, not a domestic one, and route the work through the freeholder or housing provider.

Shared flues are a building-management problem, not a one-flat problem. Stop and escalate before any disconnection.

Can my gas engineer remove the old flue?

Only if the engineer also holds UKATA or IATP non-licensed asbestos training and works to a written HSG210 plan. Gas Safe registration alone is not sufficient. Otherwise the flue is left in place pending a non-licensed removal contractor.

Does the flue have to be removed for a new boiler?

Effectively yes. Modern condensing boilers require an approved plastic or stainless flue. Reusing an asbestos cement flue is incompatible with BS 5440-1 and with manufacturer warranties.

Is it safe to leave the flue in place if I am not replacing the boiler?

Yes. A cement flue in good condition, undisturbed, presents a very low risk. The risk arises only at the point of disturbance — boiler change, roof work, demolition.

Treat it as higher risk. The work may still be non-licensed but the contractor should use enhanced controls (full enclosure, NPU, half-mask P3 RPE) and a clearance test is advisable.

Is asbestos cement flue the same as the chimney lining?

No. Chimney linings in older properties may be clay, pumice or metal. The asbestos cement flue is the dedicated appliance flue, usually visible above the roof or on a side wall.

Who is responsible in a rented home?

The landlord. Under the Landlord and Tenant Act and CAR 2012 the landlord must arrange and pay for the survey, removal and consignment note. Tenants are entitled to ask for the paperwork.

Can I just paint it or wrap it instead of removing?

Painting a cement flue does nothing useful — the flue gases erode coatings from the inside. Wrapping is only a short-term management option for a flue that is not being disturbed. If the appliance is being changed, remove it.
