Asbestos insulating board (AIB) is a low-density board manufactured from 16% to 40% amosite (and occasionally crocidolite) fibres bound with calcium silicate. It was used extensively in UK buildings from the 1950s until UK manufacture stopped in 1980 and import ceased in 1985. Because of its high fibre content and friability, AIB is classified as licensed work under CAR 2012 — it must be removed only by an HSE-licensed contractor.

Where AIB was used

AIB is found in ceiling tiles, partition walls, soffits, service riser linings, window infill panels, boxing around pipes and beams, fire door cores, eaves and bath panels. It was a standard component of system-built schools, hospital estates, council blocks and 1960s–80s office buildings.

If a building was built or refitted between 1955 and 1985 and has any fire-rated construction, AIB should be on the suspect list until ruled out.

How to identify AIB

AIB is off-white to grey, soft enough to scratch with a fingernail, and shows visible fibre on broken edges. It is sometimes confused with cement board (which is hard and brittle) or with modern non-asbestos insulating boards such as Masterboard. Identification requires polarised light microscopy on a bulk sample.

The fingernail test is the field shortcut: cement won't scratch, AIB will. But never rely on it for the final answer — always confirm in the lab.

Three boards that look similar at a glance behave very differently. Asbestos cement: hard, dense, brittle, breaks with a sharp clean edge, non-licensed work. AIB: soft, low-density, fingernail-scratchable, fibrous broken edges, licensed work. Modern non-asbestos insulating boards (Masterboard, Supalux, Promatect): visually similar to AIB, harder, denser, often carry manufacturer branding on the reverse, no licensed regime. Misidentifying AIB as modern board is the most expensive mistake a refurbishment programme can make — by the time fibre is detected in the air, occupants have been exposed.

Modern non-asbestos boards exist precisely because they replaced AIB after 1985 — so the visual similarity is a feature, not a coincidence. Always sample before assuming.

Why it is high risk

AIB releases fibre very readily when cut, drilled, broken or damaged. Even minor disturbance — fitting cable trays, hanging signage, replacing ceiling tiles — can produce fibre concentrations well above the control limit. Damaged AIB in good light can show visible loose fibre.

What this means

AIB does not need violent disturbance to release fibre. Routine building maintenance — drilling for a cable clip — is enough.

Where AIB exposure most often happens today

HSE incident data consistently identifies the same scenarios: tradespeople drilling through AIB partition walls to route cables or pipes; roofing contractors removing AIB soffits without a survey; refit teams demolishing fire-rated service risers; school maintenance staff replacing damaged AIB ceiling tiles 'like for like'; cleaners and caretakers brushing or vacuuming friable debris with the wrong equipment. Every one of these is preventable with a current asbestos register and a contractor permit-to-work system.

How licensed AIB removal actually works

The contractor constructs a full enclosure (polythene, taped seams, viewing panel, air-lock and bag-lock), installs negative pressure units with HEPA exhaust, sets up a 3-stage decontamination unit with hot and cold water, runs background and leak air monitoring, removes the AIB whole or in panels (never broken) using wet methods and powered RPE, decontaminates the enclosure, calls in an independent UKAS 17020 analyst for the four-stage clearance, and dismantles the enclosure only after the reoccupation certificate is issued. A small AIB ceiling can take 3–5 days; a large school stripout can take weeks.

Watch out for any contractor who skips background air monitoring or the leak test — both are mandatory under HSG247 and both protect the people outside the enclosure.

Encapsulation as an alternative

Where AIB is in good condition and unlikely to be disturbed, encapsulation is often more appropriate than removal. Two routes are available: surface encapsulation (proprietary elastomeric coatings sealed over the AIB surface), and physical overcladding (a non-asbestos board fixed in front of the AIB using fixings designed to avoid penetrating it). Both must be labelled on the register, included in the management plan, and reinspected at least annually. Encapsulation does not remove the legal duty to record the material — it changes how it is managed, not whether it is recorded.

Encapsulated AIB is still asbestos. It stays on the register, in the management plan, and in the reinspection cycle for the building's life.

Management options

Where AIB is in good condition and unlikely to be disturbed, encapsulation and labelling is often appropriate. Removal is recommended where condition is poor, where the building is being refurbished, or where the material is in a high-traffic or accessible location.

Three factors drive the management vs removal decision: condition, accessibility and planned works. None on its own forces removal; all three together usually do.

What AIB removal actually costs

A small AIB ceiling in a single office room (10–20 m²) typically costs £4,500–£9,500 in 2026, all-in including enclosure, NPUs, decontamination unit, operatives, disposal and four-stage clearance. A 100 m² classroom ceiling falls to roughly £80–£150 per m² as mobilisation is amortised. Service riser linings and partition walls are more expensive per location because the enclosure is smaller and the access more constrained.

Per-m² cost falls fast with area, because the enclosure and clearance are largely fixed costs. Bundling adjacent AIB removals into one mobilisation is the easiest saving available.
