An independent consultancy view of how to commission a demolition survey that protects programme, cost and people. The Demolition Survey is the most extensive HSG264 survey. The building is vacated and the surveyor goes everywhere — every void, every plant item, every cavity, every floor slab, every external soffit — to identify all ACMs before any demolition or major structural alteration begins. It is the survey that protects the demolition contractor, the dutyholder, the neighbouring occupants and the disposal route from a fibre-release event during the most disruptive thing that ever happens to a building. This guide explains scope, sequencing, cost, the points where demolition surveys most commonly fail, and how to commission one that actually serves the project.

What HSG264 requires

A demolition survey identifies every ACM in the building. There is no exclusion for inaccessible items: if it could be present and could be disturbed by demolition, the surveyor either samples it or records an explicit presumption. The building must be empty of occupants and ideally empty of fixtures and stored items. Live services should be disconnected where possible, although controlled live access is sometimes necessary in occupied estates (campuses, hospital sites) where the demolition target is one building of many. The output is a register and a removal scope that allows the demolition contractor to plan the soft-strip and the structural demolition with zero residual asbestos in the building.

What this means

There is no 'reasonably accessible' caveat on a demolition survey. Everything that could be there gets sampled or presumed.

When the law requires one

CDM 2015 places the duty to commission an asbestos demolition survey on the client, before any demolition or significant structural alteration of a pre-2000 building. The duty is non-delegable in legal terms even where the principal designer or principal contractor takes operational responsibility. The HSE has been explicit that demolishing a pre-2000 building without a demolition survey is one of the highest-risk failure modes in UK construction; enforcement action, prohibition notices and prosecutions on this point are routine.

What this means

The client cannot delegate the original duty. Make sure the survey is commissioned in the client's name even if the principal contractor manages it.

Scope of intrusive access

The surveyor accesses every element of the building: lifts every suspended ceiling tile, removes ceiling boards where required, opens every riser and IT cabinet, lifts every floor finish, breaks out sections of floor slab where ACMs may be concealed (sub-floor heating, vermiculite sandwich slabs, bitumen-bonded floor build-ups), removes wall claddings, opens cavity walls, inspects every void, every roof space, every plant item, every duct run, and the external fabric including soffits, rainwater goods, flashings and below-ground pipework where accessible. Trial holes and concrete coring are normal. Reinstatement is minimal — the building is going.

What this means

If the surveyor is not breaking out floor sections and opening cavity walls, the survey is not a demolition survey — it is a refurbishment survey that was mislabelled.

Sequencing — when in the project to commission

The demolition survey should be commissioned after the building has been vacated and soft-stripped of fixtures but before any structural intervention. A common failure is to commission too early, when furniture and live use prevent access to floors, voids and risers — the survey then comes back full of caveats that defeat its purpose. The right sequence is: building vacated → loose items removed → demolition survey → asbestos removal package tendered → licensed removal completed → clearance certificates issued → demolition contractor mobilises onto a clean site.

What this means

Vacate first, survey second, remove third, demolish fourth. Compressing this sequence is the single most common cause of mid-demolition asbestos discoveries.

Cost and timescales — 2026 UK figures

Small commercial unit (single-storey 200–500 m²): £1,500–£3,500. Mid-size building (1,000–3,000 m², 2–4 storeys): £4,500–£12,000. Large or complex building (school block, hospital wing, 5,000–10,000 m²): £12,000–£35,000+. Heavy industrial / plant-rich (chemical, paper mill, power station): £25,000+ and priced bespoke. Site time: 2–4 days for a small unit; 5–15 days for a mid-size building; 3–8 weeks for a complex industrial site. Report turnaround: 10–20 working days for typical buildings, longer for industrial. What this means

Demolition survey cost is 1–3% of demolition contract value on most projects. Cutting it is the worst possible saving on a demolition programme.

What the report should look like

A compliant demolition survey report contains: a complete asbestos register with every identified or presumed ACM, by location, type, extent, condition and quantity; UKAS sample certificates for every sampled item; floor-by-floor marked-up drawings; photographs of every finding; a recommended removal specification organised by regime (licensed, NNLW, non-licensed) and sequenced for the demolition programme; an explicit list of any areas not accessed and the assumptions made; and the surveyor's statement of UKAS 17020 accreditation. The deliverable should be both PDF and editable register format so the demolition contractor can import it into their planning system.

What this means

The demolition survey is the master document for the removal programme. It must be detailed enough to tender removal off, not just to read.

Linking to the licensed removal package

On most pre-2000 buildings the demolition survey identifies licensed ACMs (AIB, lagging, sprayed coatings) in sufficient volume that the removal package becomes a procurement of its own — typically 5–20% of the demolition contract value, tendered to two or three HSE-licensed contractors with 14-day ASB5 notifications, full enclosures, NPUs, and four-stage clearance to MDHS 39/4 by an independent UKAS 17020 analyst. Bundling the removal into the demolition contract is occasionally appropriate on small projects but on most jobs the cleaner approach is a separate removal package completed and signed off before the demolition contractor takes possession.

Waste, soils and the recovery route

Even after licensed removal, demolition arisings from a pre-2000 building may contain residual asbestos contamination — particularly bitumen-bonded floor tiles missed under recent carpet, cement fragments in cavity wall debris, and asbestos cement rainwater goods. The demolition survey should flag these residual sources so the demolition contractor can segregate suspect arisings on site. Soils and made-ground around long-standing industrial buildings are also a separate exercise — a ground investigation with asbestos in soils analysis is often run alongside the demolition survey.

What this means

Above-ground asbestos is one problem. Soils, made-ground and embedded cement are a separate one. Both need to be on the survey scope.

Common failure modes — and how to avoid them

Survey commissioned before the building was vacated; survey scope did not include external fabric, below-ground services or soils; survey relied on the existing management survey for parts of the building; demolition contractor mobilised before licensed removal was complete; the demolition contractor was not given the editable register; the survey was commissioned by the demolition contractor rather than the client (conflict of interest); the surveyor was not UKAS 17020 accredited; sampling density was too low and too much was 'presumed'.

What this means

Every one of these is avoidable. A 30-minute conversation with the surveyor before instruction prevents most of them.

Heritage, listed and party-wall complications

Demolition surveys on listed buildings or buildings with party-wall implications are slower and more involved. Conservation officers may restrict intrusive openings until consents are in place; party-wall awards may restrict access from neighbouring properties; and elements that would normally be sampled freely may need to be examined in situ without removal. Build extra programme time and budget into the survey for any building with these constraints — typically a 25–50% uplift on the standard fee and an additional 1–3 weeks on the programme.

What this means

Heritage demolition surveys are not the same product at the same price. Brief the surveyor on the constraints before they quote.

Surveyor competence

BOHS P402 and P405 minimum, ideally P404 (Air Sampling) on the team for combined survey-and-clearance projects. UKAS 17020 accredited surveying organisation. Demolition survey experience on similar building types — ask for references. Independence from the demolition contractor and from any removal contractor that may bid. PI insurance £10m+; PL insurance £10m+. On industrial sites, sector-specific experience (NHS, MoD, power generation, chemical) is non-negotiable.

Demolition surveys are the most consequential thing a surveyor will do. Reference-check the firm and the lead surveyor before instruction.
