Air monitoring measures the concentration of airborne asbestos fibres in a defined volume of air. It is the only direct evidence that an area is safe to occupy after asbestos work, that an enclosure is not leaking, or that a building has not been contaminated by an event. It runs in parallel with virtually every licensed asbestos removal job and a large proportion of non-licensed work in the UK. Get it wrong and an area gets reoccupied when it should not have been — get it right and the dutyholder has decision-grade evidence to act on. What air monitoring measures
A calibrated sampling pump draws a known volume of air through a filter cassette at a controlled flow rate. The filter is then analysed by phase contrast microscopy (PCM) to count respirable fibres in a defined area of the filter, and the count is converted to a concentration expressed in fibres per cubic centimetre (f/cm³). PCM cannot distinguish asbestos fibres from other fibres of similar dimensions, so the test measures 'respirable fibres' — a precautionary proxy that is treated as if all the fibres were asbestos. For some specialist applications (background air in heritage or museum buildings, soil gas) electron microscopy (SEM or TEM) is used instead to discriminate fibre type, but PCM is the workhorse method for live asbestos work.

PCM counts respirable fibres. It does not identify them as asbestos — the test assumes they are, which is the precautionary point.
The four test types
Background — taken before work starts, to establish the pre-work fibre count in the area. Leak — taken during licensed work, outside the enclosure, to detect any escape of fibres from the working area. Reassurance — taken after non-licensed work, to confirm the area is safe to reoccupy. Four-stage clearance — taken after licensed work, in four sequential phases (visual inspection, thorough visual inspection, air test, reoccupation certificate) to certify the area for unrestricted reoccupation. Each test serves a distinct purpose and they are not interchangeable.

What this means
Four tests, four purposes. Commissioning the wrong one is a recurring failure mode — make sure the analyst knows the regime the removal worked to.
The clearance indicator — 0.01 f/cm³
The UK clearance indicator for reoccupation after licensed asbestos removal is 0.01 fibres per cubic centimetre, measured by PCM to MDHS 39/4. It is not a 'safe' level — there is no safe level of asbestos exposure — it is the lowest concentration the PCM method can reliably resolve. A clearance air test that returns 'below the limit of detection' or '<0.01 f/cm³' is the result that allows the analyst to issue the reoccupation certificate. The work area is then sealed, the certificate is issued, and the area is handed back to the dutyholder. Any value at or above 0.01 f/cm³ triggers further investigation and re-cleaning.
What this means
0.01 f/cm³ is the analytical limit, not a health threshold. 'Below detection' is the only result that allows reoccupation, and it is the only result the dutyholder should accept.
Four-stage clearance — what each stage involves
Stage 1 is a preliminary check that the work is complete, including a paperwork review of plan of work, ASB5 notification and any analyst's interim records. Stage 2 is a thorough visual inspection inside the enclosure: every surface, every joint, every nook examined for visible debris and dust. Stage 3 is the air test itself: sampling pumps run inside the enclosure for the time required to draw the required air volume, with disturbance of surfaces by the analyst to mimic occupant activity. Stage 4 is the reoccupation certificate, issued only when stages 1–3 are all complete and satisfactory. The four-stage process is set out in HSG248 (Asbestos: The Analysts' Guide).
What this means
All four stages must pass. If the analyst skips stage 2 disturbance to save time, the test result is meaningless and the certificate is not defensible.
Independence — the rule the HSE is explicit about
The analyst must be independent of the removal contractor. The dutyholder appoints the analyst directly, not via the contractor. The reason is structural: a removal contractor that controls both the work and the test that certifies the work has an obvious conflict of interest. HSE enforcement notices on this point go back years and the principle is non-negotiable. On every licensed job and on most NNLW jobs the analyst is a separate firm with its own UKAS 17020 accreditation and its own PI insurance.

The dutyholder appoints the analyst, not the removal contractor. Anything else is a conflict of interest the HSE has been explicit about.

When non-licensed work needs an air test
Reassurance air monitoring is not legally required after most non-licensed work but is strongly advised after: Artex steam stripping (which generates more aerosol than dry removal); textured coating removal in occupied premises; cement removal in poorly ventilated spaces; any non-licensed work where the analyst's interim observation flagged concern; and any work in property occupied by children or vulnerable adults within 24 hours of the work. What happens when a test fails
A failed clearance test triggers stop-and-reclean. The work area is re-cleaned by the contractor at the contractor's cost, the surfaces are re-inspected, and the air test is repeated. Persistent failures usually trace back to incomplete cleaning of horizontal surfaces, hidden debris in light fittings, ductwork or ceiling voids, or residual fibre release from items left in place. The dutyholder pays for the contractor's re-cleaning time only where the failure is the dutyholder's fault (e.g. furniture left in the enclosure); otherwise the contractor absorbs the cost. The analyst is paid for the repeat visit either way.
What this means
Failed clearance is the contractor's problem, not the dutyholder's. The reoccupation certificate does not get issued until the area passes — full stop.
Personal monitoring vs background monitoring
Personal monitoring (a pump worn by the operative inside the work area) measures the operative's exposure and is the contractor's responsibility under their CAR 2012 regulation 19 medical surveillance obligations. Background and clearance monitoring (the dutyholder's interest) is separate and is the analyst's responsibility. The two should not be conflated and a contractor that 'does its own monitoring' for background and clearance is creating the conflict-of-interest problem the HSE has been explicit about.

Personal exposure monitoring is the contractor's responsibility for their operatives. Background and clearance is the dutyholder's responsibility for the area. Different tests, different people, different accreditations.
Records and the long-tail audit trail
Air monitoring certificates form part of the building's asbestos compliance record indefinitely. The clearance certificate is what protects the dutyholder if a future claim is brought decades later under the Limitation Act — the document evidencing that the area was certified safe by an independent analyst on a defined date. Lose it and the evidence is gone. The dutyholder should hold the certificates on the asbestos register, in the project file, and in any successor management plan.

Analyst competence and accreditation
BOHS P403 (Asbestos Fibre Counting) and P404 (Air Sampling for Asbestos and Requirements for a Certificate of Reoccupation) are the standard analyst qualifications. The firm must be UKAS 17020 accredited for asbestos surveying and inspection, and UKAS 17025 accredited for the in-house fibre counting if it does its own counting. Most reputable firms hold both.
