Hand-applied or pre-formed asbestos thermal insulation — universally referred to as pipe lagging — was used on heating systems, boilers, calorifiers and steam plant in UK buildings from the early 1900s until the late 1960s. It typically contains 55% to 85% asbestos fibre, in any combination of amosite, crocidolite and chrysotile. It is the most hazardous asbestos product routinely encountered in service spaces and is licensed work for removal.
Where pipe lagging is found
Plant rooms, boiler houses, sub-basements, school and hospital service ducts, industrial steam plant, calorifier rooms and risers in pre-1970s buildings. Lagging is often hidden behind subsequent overcladding or aluminium foil wrap.
What this means
If you can hear pipework but you cannot see it directly, assume lagging is present and pre-1970s until a survey says otherwise. Aluminium foil wrap is a classic over-clad signature.
How to identify it
Original lagging is typically white, off-white or grey, plaster-like, applied to pipes and shaped to bends. Pre-formed sectional lagging looks like moulded sections clipped over pipework. Over time it becomes brittle, cracks and partially detaches. Painted or overclad lagging may look benign but is the most common cause of accidental disturbance.
What this means
Painted or foil-wrapped lagging looks safe and is not. Any pre-1970s thermal insulation must be treated as suspect until sampled.
Fibre content and types
Pipe lagging is the asbestos product with the highest UK fibre content — typically 55–85% by mass. Hand-applied lagging from the early 20th century is often a mixture of all three commercial fibres (chrysotile, amosite and crocidolite); pre-formed sectional lagging from the 1940s–1960s tends to be predominantly amosite. Because crocidolite is the most potent carcinogen per fibre inhaled and is more common in older industrial lagging than in any other building product, lagging carries the highest single-material risk in the UK building stock.
What this means
Lagging is the worst-case asbestos product on both axes — highest fibre content and the most carcinogenic fibre mix. The licensed regime exists for this material.
Why it is the highest-risk material
Lagging is highly friable and frequently in damaged condition. Vibration, knocks, water damage or simply brushing past can release substantial fibre. The HSE associates the majority of recorded UK asbestos-related deaths in heating, ventilation and engineering trades with disturbed lagging.
What this means
Mesothelioma rates in UK heating engineers, plumbers and laggers are several times background — and lagging is the material that did it. The history is well-documented and recent.
Common disturbance scenarios
Plant room maintenance teams pulling fluorescent tube fittings down onto unprotected lagging; plumbers replacing valves that pass through lagged sections; electricians routing cabling above suspended ceilings into lagged boiler-room ductwork; copper thieves stripping pipework in derelict buildings; demolition teams working without a refurbishment-and-demolition survey; and — recently — district heating and decarbonisation retrofit teams entering pre-1970s plant for the first time in decades. Each of these is preventable with a survey, a permit-to-work and a licensed contractor on call.
What this means
Decarbonisation retrofits are opening up plant rooms that have not been touched in 40 years. The asbestos risk is rising again — make sure the survey precedes the works.
Legal status and removal
Pipe lagging removal is licensed work under CAR 2012 regulation 8. It requires full enclosure with negative pressure units, decontamination unit, RPE, controlled wetting and a four-stage clearance procedure. HSE notification on ASB5 is mandatory at least 14 days before work starts.
What this means
Lagging removal is one of the most heavily controlled jobs in UK construction. Any quote that suggests otherwise should be reported, not negotiated with.

How licensed lagging removal actually works
A full enclosure is built around the lagged section, with timber framing, 1000-gauge polythene, taped seams, viewing panel, air-lock and bag-lock. Negative pressure units run continuously, with HEPA-filtered exhaust. Operatives in full powered RPE wet the lagging thoroughly, strip it from pipework by hand (never with power tools), bag it in heavy-gauge polythene with HSCN consignment notes, decontaminate through the 3-stage shower on exit, and clear out only after an independent UKAS 17020 analyst certifies the four-stage clearance. A 30-metre plant room run typically takes 5–10 working days from enclosure-up to reoccupation.
What this means
Watch the enclosure go up before the contractor starts work. The quality of the enclosure is the single best predictor of how safely the removal will go.
Management of damaged lagging
Damaged lagging should be isolated immediately, access restricted, and the area sealed pending removal. Encapsulation is rarely appropriate for friable lagging — full removal under controlled conditions is usually the only safe option.
What this means
Encapsulation works for AIB; it rarely works for damaged lagging. The right answer for friable, damaged lagging is almost always controlled removal.
What lagging removal costs in 2026
A small plant room run (up to 30 linear metres) typically costs £8,500–£18,000 in 2026, including full enclosure, NPUs, operatives, disposal and four-stage clearance. A boiler insulation set on a single domestic boiler is £1,400–£3,200. Larger industrial plant is priced per project — enclosure complexity, access, working hours and the analyst arrangement dominate the cost, not the linear metre rate.
What this means
Linear metres are the wrong unit for pricing lagging removal. Enclosure complexity and access are what actually drive the cost.
The duty on building managers and engineers
Dutyholders of non-domestic premises (CAR 2012 regulation 4) and employers under the Health and Safety at Work Act must ensure that no work proceeds on or near pipe lagging without a refurbishment-and-demolition survey, a written permit-to-work and a licensed contractor where removal is involved. M&E consultants and design teams have a parallel CDM 2015 duty to flag suspect lagging in pre-construction information and to coordinate the licensed-removal package within the wider works programme.
What this means
The CDM 2015 duty puts lagging firmly in the principal designer's scope. It is not enough to leave it to whichever subcontractor finds it first.

Is all pipe lagging asbestos?
No. Lagging installed after the late 1960s is typically fibreglass, mineral wool or foam. Pre-1970s lagging should be presumed to contain asbestos until tested.
Can pipe lagging be encapsulated?
Only in very specific circumstances where the material is intact, dry and inaccessible. Damaged lagging requires full removal.
What if lagging is disturbed accidentally?
Stop work immediately, leave the area, prevent re-entry and call a licensed asbestos contractor. Air monitoring may be required before the area is reoccupied.

Can pipe lagging be removed without a full enclosure?
Almost never. Mini-enclosure techniques are permitted for very small, well-defined sections, but the default for any meaningful lagging removal is a full constructed enclosure with negative pressure and decontamination unit.
How is lagging waste disposed of?
In heavy-gauge polythene bags (typically 1000 gauge red, then clear over-bag), labelled as ACM, tracked on a Hazardous Waste Consignment Note and delivered to a licensed hazardous waste cell. Records are retained for at least three years.
