Asbestos cement or asbestos insulating board (AIB) was the standard material for eaves soffits, fascias and bargeboards on UK housing from the 1950s until the late 1980s. The two materials have very different risk profiles and removal regimes — cement is non-licensed, AIB is licensed.
Identification
Cement soffits are hard, brittle and grey; AIB soffits are softer, fibrous on broken edges and slightly thicker. Visual identification is unreliable — any pre-1990 soffit being replaced should be sampled first.

Where they appear on a UK house
Eaves soffits (the horizontal board you see when you look up at the underside of the roof overhang), fascias (the vertical board the gutter is fixed to), bargeboards (the angled boards on the gable ends), and the closing-piece boxes around bay windows. On 1950s–1970s housing the soffit is the most common ACM location; on 1970s–1980s housing it is often the bargeboard. Houses with rendered eaves can hide a cement or AIB soffit behind the render — disturb the render and you are working on ACM.

Look up at the underside of the eaves. If the board is original to a pre-1990 house and has not already been replaced with uPVC, it is almost certainly cement or AIB.
Risk
Cement soffits are low risk if intact; AIB soffits are higher risk because of higher fibre content and friability. Bird and squirrel damage and DIY removal are the main exposure routes.

How to tell cement from AIB
Three tests, in order. First, density: a 1m offcut of cement is heavy for its size, AIB is noticeably lighter. Second, edge: a broken cement edge is sharp and crystalline, an AIB edge is fibrous and slightly fluffy. Third, fingernail: a fingernail will not mark cement, but will leave a visible scratch in AIB. None of these is a substitute for laboratory analysis, but together they tell a competent surveyor which material they are very likely looking at, which sets the entire scope and cost of the project.

Removal regime

The roofline contractor problem
The classic failure mode on UK housing is the roofline replacement contractor — uPVC fascia and soffit specialist — who arrives without a survey, prises off the old boards with a wrecking bar, drops them on the patio, and overclads with uPVC over the dust. If the old boards were cement that is unlawful but containable; if they were AIB it is a serious uncontrolled licensed-work breach with fibre release across the property. The duty to manage requires a survey before this work begins; the householder is the duty holder for the commission decision.

Never let a roofline contractor remove pre-1990 soffits without a refurbishment survey result in hand. This is the single most common avoidable asbestos exposure in UK domestic refurbishment.

Overcladding as a management option
Where the existing cement or AIB soffit is intact and well-fixed, overcladding with a uPVC soffit board fitted with stainless-steel pins through the original (without prising the original off) is a legitimate management option. The original ACM is recorded on the property's register, the new uPVC carries the visible weathering load, and future replacement is deferred to a planned licensed removal. This is the cheapest and lowest-risk option in many cases.

Overcladding with uPVC over an intact original is often the right answer. It avoids the licensed removal cost and the asbestos waste stream — provided the original is recorded on the register.
Licensed AIB soffit removal — what actually happens
Where AIB soffits must be removed (damage, full refurbishment, extension), a licensed asbestos contractor builds a sealed enclosure under the eaves, runs it under negative pressure with H-class extraction, removes the boards whole using shadow-vacuum at the cut point, double-bags into the enclosure airlock, transitions through a three-stage decontamination unit, and the work is signed off by a UKAS-accredited four-stage clearance air test. The whole job is typically 2–4 days for a semi-detached house's worth of soffits and the price reflects that.
