Removal is rarely the automatic answer. This decision tree mirrors the reasoning in HSG227 and HSG264 for choosing between managing an ACM in place, encapsulating it, or removing under licence.

Overview

Why this exists.

Removing an ACM disturbs fibres by definition. If the material is in good condition and low-priority, removal creates more risk than it solves. HSE inspectors expect a documented justification for removal — not an assumption that removal is always safer.

The tree below is the reasoning we walk through with clients before recommending a licensed contractor. It stops projects buying expensive removal they do not need.

Do I always need a licensed contractor?

No. Non-licensed work and notifiable non-licensed work (NNLW) categories cover many cement and textured-coating tasks. The material type and the disturbance method decide.

Does encapsulation count as removal?

No. Encapsulation is a management measure. The item remains in the register and must be re-inspected.
