Converted and purpose-built flats
For a block, the duty to manage covers the common parts: entrance halls, stairwells, service cupboards, bin and cycle stores, plant rooms and roof voids. A communal-area management survey records what is present, its condition and the priority for action, and gives the freeholder or managing agent a register to work from.
Where individual flats are being refurbished between tenancies, a separate refurbishment survey scoped to those works is needed — a communal survey does not cover the inside of a demised flat.
