Asbestos in External Areas

Garage roofs, soffits, gutters, downpipes and outbuildings can all contain asbestos.

Key takeaways

  • Corrugated cement garage and shed roofs
  • Cement or AIB soffits, fascias and bargeboards
  • Cement gutters and downpipes
  • Cement coal bunkers and planters

External areas of UK pre-2000 properties commonly contain corrugated cement on garages and outbuildings, cement or AIB soffits and fascias, and cement gutters and downpipes.

Most common ACMs in this room

Materials typically identified in this area:

  • Corrugated cement garage and shed roofs
  • Cement or AIB soffits, fascias and bargeboards
  • Cement gutters and downpipes
  • Cement coal bunkers and planters

Why these materials concentrate here

Asbestos use in UK buildings followed function, not aesthetics. Wherever fire-protection, heat-resistance or cheap weatherproofing was needed, asbestos products were the default specification through most of the 20th century. That is why the same handful of materials repeat across the same room types in property after property — and why a quick triage of the typical locations described above is almost always more productive than a top-to-bottom search.

What this means

Start the search at the documented hotspots — they account for the vast majority of finds.

How to inspect without disturbance

Visual inspection from a safe distance is always the first step. Look for: ageing or damage at edges and penetrations; previous repairs or over-painting that may hide AIB; service penetrations where pipes or cables have been routed; and any area where a previous trade has cut, drilled or screwed into the surface. Never sand, drill, scrape or pressure-wash suspect material to 'find out what it is' — laboratory analysis of a small, carefully taken bulk sample is the only safe identification route.

What this means

Look, do not touch — and never drill or scrape to identify. Sampling is a competent-surveyor task.

Before any work in this room

Plumbing, boiler replacement, electrical rewiring, flooring renewal and decorative work all routinely disturb the materials listed above. The Control of Asbestos Regulations 2012 require a Refurbishment Survey before any work that may disturb the fabric of a pre-2000 building, and the contractor is legally entitled to ask what is present before starting. The cost of a focused room-level refurbishment survey (£350–£700) is small relative to the cost of an incident response if material is disturbed without one.

What this means

Treat every pre-2000 refurbishment as 'survey first, work second' — a £400 survey prevents a £4,000 clean-up.

What to do if you find suspect material

Stop work, leave the area, prevent re-entry and contact a competent UKAS 17020 asbestos consultant for a sample. If material has already been disturbed, isolate the area, do not clean it up yourself, and arrange reassurance air monitoring before reoccupation. Record the incident and the response in writing — this becomes the record an individual or dutyholder may rely on decades later.

What this means

Stop, leave, seal, call. The four-step response is the record that protects you years from now.

Frequently asked questions

What should I do if I find suspect material?

Stop work, leave the material alone, and commission a sample by a competent surveyor before going further.

Is the material dangerous if it is in good condition?

Intact, undisturbed asbestos in good condition presents very low risk to occupants. The risk arises when fibres become airborne — through damage, drilling, cutting, sanding, pressure-washing or weathering. The management plan exists to keep material in that low-risk state.

Can I just paint over it?

Sometimes — encapsulation by sealing or over-painting is a legitimate management option for intact AIB, cement and Artex, but it must be planned, documented on the asbestos register and reinspected. It is not a substitute for identification or for the register entry.

Do I need to tell future buyers?

There is no legal duty on a domestic seller to disclose asbestos to a buyer, but the TA6 Property Information Form asks about hazards and silence on a known issue can lead to a misrepresentation claim. The pragmatic answer is to disclose, supported by the survey and register entry.
