Do I Need an Asbestos Survey Before Demolition?

For any demolition of a pre-2000 UK building, the answer is unambiguous: yes. This guide sets out the exact scope, timing and legal basis.

Demolition of a pre-2000 building without an R&D Survey is not lawful. Regulation 5 of CAR 2012 requires identification of ACMs so far as reasonably practicable before any work that could disturb them, and CDM 2015 requires the survey to be included in the Pre-Construction Information pack. Is any part of the structure pre-2000?

Scope: the whole building, top to bottom

A Demolition Survey (the 'D' of R&D) must reach every square metre that will be disturbed by the demolition process — including floor voids, wall cavities, ceiling voids, service risers, chimney breasts, external cladding, roof coverings and buried services within the building footprint. Nothing that will end up in the demolition arisings can remain unidentified.

Full building envelope, without exception. Anything missed becomes an unplanned contaminated waste stream.

Timing: before soft-strip

The Demolition Survey must complete and be issued to the principal contractor before any soft-strip begins. Removing fixtures, fittings or linings ahead of the survey compromises the survey's ability to satisfy Regulation 5 and complicates waste classification for anything that has already been broken.

What this means

Survey → soft-strip → licensed removal → demolition. Any other order costs money.

CDM 2015 and the PCI pack

The principal designer under CDM 2015 must include the R&D Survey in the Pre-Construction Information issued to the principal contractor. In practice, no competent demolition contractor will price the works accurately or start on site without it. A missing R&D is the single most common cause of demolition tender re-pricing.

The R&D is a CDM deliverable, not a nice-to-have. Programme it into the design phase.

Partial demolition

Partial demolition — removal of an extension, taking down an internal wall, opening up a bay — is R&D of the areas being demolished plus a small buffer around the interface. Full-building R&D is not required for partial works, but any interface with unsurveyed fabric must be treated as suspect until sampled.

Scope to the works plus the disturbance zone around them.

Removal, notification and clearance

Any licensed material identified triggers a 14-day HSE notification and a licensed removal contract before demolition can proceed. Non-licensed materials are removed under HSG210 controls. Every licensed removal ends with a Four-Stage Clearance by an independent UKAS-accredited analyst — without which the space cannot be handed to the demolition contractor.

Is an R&D Survey legally required for demolition?

Regulation 5 of CAR 2012 requires identification before work that could disturb asbestos. On any pre-2000 demolition this can only realistically be satisfied by an R&D Survey at full scope.

How long does a Demolition Survey take?

Site work depends on size — typically 1–3 days for a small commercial unit, 1–2 weeks for a large industrial building. Reports follow within 5–10 working days of the final site visit.

Can the demolition contractor commission it?

They can, but under CDM 2015 the principal designer is the party with the duty to include it in the PCI. In practice, the client commissions it during the design phase.

What about post-2000 buildings?

Post-2000 original fabric is treated as asbestos-free, but any pre-2000 material brought in during later works must be identified. A limited R&D covering later interventions is usually sufficient.

Do I need Four-Stage Clearance too?

Yes, after any licensed removal. It is a separate service from the R&D Survey and must be carried out by an independent UKAS-accredited analyst.
